Board of Directors

Members of the Board are appointed by the governor and serve four-year terms.

David A. Darlington, Chairman

Mr. Darlington is a partner in the public and government relations firm Gildea, O’Connell & Darlington, LLC, with offices in North Providence, R.I., and Boston, Mass. He has served in numerous executive and management positions in both the public and private sector, including the Office of the Governor in Rhode Island and Fortune 500 companies such as AT&T, Merrill Lynch, Verizon Communications, and 3M Corporation.

Formal positions while in the service of the state include Special Assistant to the Governor of Rhode Island, Director of Municipal Affairs, Director of Constituent Affairs, Director of Advance, and Director of Federal Affairs. Also during his time in the governor’s office, Mr. Darlington was responsible for the planning and execution of a number of noteworthy statewide events including the Rhode Island Statehouse Centennial celebration, several meetings of the New England governors and eastern Canadian premiers, and the 2001 summer meeting of the National Governors Association, held in Providence and Newport.

Mr. Darlington also coordinated the state's response to several emergencies, including the North Cape oil spill and 1996 Eastern Equine Encephalitis outbreak. In addition, he has managed a number of successful political campaigns, including gubernatorial and state legislative elections.

The chairman also currently serves as president and Board chairman of the New England Trade Adjustment Assistance Center, a 501(c)3 corporation that provides funding and facilitates consulting services to New England companies adversely affected by foreign imports.  He also serves on the Board of the New England Advance Vehicle Consortium, is a member of the Rhode Island Yachting Commission, and is a founding board member of the American Business Council, in Washington, D.C.  He has previously served as director of the Quonset Point Port and on the Business Park management board.

A North Kingstown, R.I., native, Mr Darlington was educated at Bishop Feehan High School, in Attleboro, Mass., and Marquette University.

Mr. Darlington was appointed to the R.I.T.B.A. Board by Gov. Lincoln Almond, and his present term expires in April 2010.

Richard P. Eannarino, Vice Chairman

Mr. Eannarino serves as the chief executive officer of Guardian Bastille, LLC, in Smithfield, R.I., which sells security blast-resistant films and energy products for windows.

The vice chairman is a member of the Board of Trustees of Bryant University, and is a former vice chairman and member of the Rhode Island Health & Education Building Corporation board of directors.

Mr. Eannarino was appointed to the R.I.T.B.A. Board by Gov. Donald Carcieri, and his present term expires in April 2011.

Arthur H. Fletcher

Mr. Fletcher brings to the R.I.T.B.A. Board the experience of a distinguished 34-year career in the field of public transportation, specifically highway safety.

Prior to his retirement in 1999, Mr. Fletcher served as a Regional Program Manager with the National Highway Traffic Safety Administration of the U.S. Dept. of Transportation. In this role he represented the federal government in the states of Connecticut, Maine, Rhode Island, and Vermont by working with highway safety officials of the governor's office of each state on programs designed to reduce highway fatalities and injuries. Many initiatives with which Mr. Fletcher was involved during 27 years with the DOT focused on countering the effects of impaired driving and promoting the use of occupant restraints such as child safety seats, safety belts, and air bags.

During the final six years of his career he served as Chairman of the Region I Intermodal Safety Team, which focused on the Secretary of Transportation's high profile projects and programs throughout New England.

Previous to his federal service Mr. Fletcher served the State of R.I. as a Senior Evaluator in the Accident Division of the Registry of Motor Vehicles for seven years. He also played professional baseball for five years with the Chicago Cubs and Los Angeles Dodgers organizations.

Mr. Fletcher, a graduate of Roger Williams University, is a civic leader in Lincoln, R.I., the town in which he resides with his wife Marilyn. He is a former Commissioner and past Chairman of the town's Housing Authority, a panel upon which he served for ten years.

Mr. Fletcher is a life member of the Association of Professional Baseball Players of America, and a member of the National Association of Retired Federal Employees, a member of Mt. Moriah Lodge #8, F. & A.M., a 32 degree M.M. of the Scottish Rite and Captain of the Rhode Island Shriner's Temple Guard Unit. He was appointed to the R.I.T.B.A. Board by Governor Donald Carcieri in 2005, and his present term expires in April 2012.

Stephen C. Waluk

Mr. Waluk, a Newport native, was elected to the Newport City Council in 2001 when, at age 24, he became the youngest person ever to serve on the Council. He was sworn in as Mayor of Newport, R.I. in January 2007. He is presently the research and policy analyst for the Minority office in the R.I. House of Representatives.

A 1999 graduate of Merrimack College, he attends St. Augustin’s Church and is a member of the Newport Knights of Columbus. In addition to serving on the R.I.T.B.A. Board, Mr. Waluk also serves on the boards of the Newport Lions Club and the Edward King House Senior Center.  He is a past board member of the Fort Adams Foundation, East Bay Habitat for Humanity, and the Newport Zoning Board of Review.

Mr. Waluk was appointed to the R.I.T.B.A. Board by Gov. Donald Carcieri, and his present term expires in April 2009.

lewis Michael P. Lewis, Director Department of Transportation

Michael P. Lewis was named Director of the Rhode Island Department of Transportation by Governor Donald L. Carcieri and started work with the agency in mid-March 2008. Director Lewis was an engineer with the Massachusetts Highway Department from 1984 to 1992, when he moved to the Central Artery/Tunnel project.  In 1999, he became a Deputy Project Director for the Big Dig project, responsible for engineering and construction and for reorganization of the project’s management and leadership. From April 2000 through December 2007, he was Director of the project, part of the Massachusetts Turnpike Authority.

Director Lewis was a recipient of the Move Massachusetts 2000 Special Engineering Achievement Award and the National Engineers Week-Boston: New England Achievement Award. In 2006 he was the recipient of the Boston Engineering Center Leadership Award.

A member of the American Society of Civil Engineers and the Boston Society of Civil Engineers, Director Lewis was a member of the Chi Epsilon National Civil Engineering Honor Society.

Director Lewis attended the McGill University’s Civil Engineering program, and is a graduate of the University of Vermont, where he earned a Bachelor of Science degree in Civil Engineering.
